update default and plugin base maps to allow zooming up to level 21, and scale the tiles when they don't support such a resolution

Add a black blank map layer. Also make the blank tiles smaller and drop them in the images folder.

plugin wrapper code - convert to use build.py macros. this ensures it's identical in all plugins, so the mobile app can remove/modify it without issues. also makes it easy to change if required
