3c19f242db Fix the calculation for Link Amp range boost to be generic, so VRLA boosts are correctly calculated. 
For RLA, the first multiplier is 2x. Subsequent RLAs add 0.5, 0.25, 0.25 to the multiplier. But expressed as a fraction of the initial multiplier, this is 0.25, 0.125, 0.125. Scale array has been updated to reflect this. This means the "-1" in the calculation is no longer required, and that boost is correctly calculated when baseMultiplier is anything other than 2 (eg VRLA, when it is 7).
If there aren't any Link Amps, the multiplier is 1x.

a409fe9ce5 Return to old user experience of clicking on portal link replaces 
current page.

Rationale: Users have several options of opening a link in a new
tab/window without the target, whereas with the target, users have no
option of reusing the same window.

b5d1cbbfdf use 1ms setTimeout calls to send initial requests for game score and artifact details 
as part of the munge code cleanups, a safety check was added to the munge searches. if no munge sets can be found, an exception is thrown and no requests are sent. if these requests are posted as part of the regular IITC boot process, these exceptions cause IITC to fail to load. this is a quick and safe fix

9048c6d710 tweaked default portal detail levels to show L7 portals one more step out. this helps seeing the larger-scale links and fields 
IITC still switches to L8 portals one level sooner than default intel though - and this seems about right for the current level of portals commonly seen

3bfd83a0c2 method to attempt to find a portal lat/lng from guid, even if the portal data isn't available (we can also search through links and fields) - minimal testing 
added note concerning unfinished/temporary nature of the portal details API

e935902c49 misc fixes - some untested 
- no GUIDs in chat for players or portal details - so remove player GUID related functions

184e451bd3 if munge detection fails, don't guess and try set 0 - instead fail, and throw an exception 
this will prevent IITC making any requests to the server when a munge set cannot be found - safer than sending bad requests

f22d185b5b updates to the portal detail level handling 
- iitc now defaults to lower detail than the standard intel site when zoomed out - it loads much faster, shows more than enough for general use, and is less likely to trigger 'excessive requests' issues
- show more portals plugin: updated for interface changes
- show-less-portals-zoomed-out: deleted (this is now the IITC default)
- new plugin: default-intel-detail - restores the original IITC behaviour on zoom to portal detail level mapping. not recommended

for #656 number 3
